Child sexual abuse or no?

This is a sensitive topic, but I want to know, do you think it can be considered child sexual abuse if one child coerces another child  to masturbate? Or encourages them to/teaches them? Or do you think this is normal sexual behavior? The children would be around 7-9 years old, same age.

Well, if a 7-9 year old know what masturbation is, I think an adult is showing them that. Also, kids that young who have been sexually abuse by an older person (teen, adult) tend to normalize what is happening to them with another child. Kids that young mostly don’t understand what sexual abuse it or what an adult is doing to them is actually wrong.

Legally, yes it is. (I am a sex crimes prosecutor) Would the child be prosecuted? Not necessarily. It depends. I don’t work with juvenile sex offenders, but there are children as young as 8 who can be convicted of sexual abuse. It depends very much on the circumstances, the age of both children, the level of coercion, and your state’s specific laws.

Yes that’s abusive if it’s coerced. The other child isn’t really to blame though, as they’re also too young to understand. This type of behavior is common in children who have been victimized themselves. 
If this is something you’re dealing with, call your local children’s advocacy center, and follow their advice. They may want to do an evaluation. If there’s not one near you, call the child’s pediatrician, or take them to the ER. 
If there’s no coercion it may just be normal body exploration, but I’d still mention it to the pediatrician if there’s any concern.

7  -  9 are not the same age.  There's  alot of difference  in those ages.  No child should coerce another child. I'm  more  concerned where the coercer or  "teacher" learned this behavior to be teaching the other . There is definitely  something abusive going on in their lives. Thats very young.

My ex best friend did this to me at 8 years old and I was severely sexually abused by the daycare, my father and my mom's friends sons. But my female friend at the time just said it was something she wanted to "try". That incident has paved years of memories for me that I suppressed until I was 26 in therapy. Kids that take interest in getting other kids into masturbation have seen things.
