Since implantation can happen anytime between 6dpo and 12dpo, it’s absolutely possible to get a negative at 13-14dpo. It can take 2-4 days after implantation for the hcg to increase enough to be detected by a home pregnancy test, meaning it could take up to 16dpo to get a positive.
Also, since a lot of women don’t exactly know when they ovulate and are just trusting their period tracking apps, it’s entirely possible that she ovulated later than she thinks she did, and was actually not as far passed ovulation as she assumed.
