HcG levels

Ok laddies. I am 5w4d. I did bloodwork last Monday and my HcG was 511. Today I had light brown spotting and went and to the Er and my HcG was 950. Since it’s not doubling is that a sign this pregnancy is not viable? Anyone else have this issue
