Noisy neighbors😡😡😡😡

I live in a residential area where basically it’s just a bunch of nice families with little kids who go to bed early and parents who have to get up early to work.... but my next door neighbor is this total party dude who throws these loud insane OUTDOOR parties almost every weekday and I’m just wondering what I can do about it?

Can I call the police?

Or what should I do?
