Why does no one include the fourth one?

Just read about it and some people say it could be seen as inappropriate because his holding/covering his genitals and you wouldn't want that displayed, which I think is kind of dumb because he should be the most important monkey "do no evil". 
Maybe there's a conspiracy behind it? 🤔
