3 week old staying up for hours!

My baby is a little over three weeks old and I can't get her to sleep 90% of the time. There are days (and nights) where she's up 3-4 hours at a time. I've tried so many things to try to get her to sleep and nothing seems to work. And on the off chance I do get her to sleep she instantly wakes up when I place her anywhere or even give her to daddy so I can pee. I know she's tired and I know she needs sleep but even in a cool dark room with white noise she's wide eyed looking around. I'm at my wits end. Anyway have any suggestions? Or at least been through something similar?
