Should I buy a potty or a toilet trainer seat?

The potty hands down. We got the training seat first and it was such a pain to get my daughter there fast enough when she was still learning what it felt like to need to pee before she actually started peeing on herself. The potty gave her so much independence - we keep it in the kitchen and she runs to use it by herself whenever she needs to - and we’ve never had issues with her using a regular sized toilet when needed.

With my first, we just used the one that goes on the actual toilet seat so we didn’t have to teach him twice. This time we got a potty chair because my youngest is afraid of the big toilet 🤦🏻‍♀️😂 the top part of the potty seat can come off and be used on top of the toilet seat so it does both for whenever he gets over his fear of the actual toilet lol

You can get a regular toilet seat with a training seat attached. Super convenient.

Both of your kid is young. I train my kids at age two, and it takes time for them to transition to the bigger seat.
