Sexual assault and 2 minors

Recently a colleague of mine had a patient (we are both child/family therapists) who is a 14 year old boy. He and his girlfriend are both Freshman in Highschool. They recently had sex and the parents found out. The girlfriend's parents have decided to press sexual assault charges on the boy, as the legal age of consent in our State is 16. Despite it being a non-legally consenting act, both teens consented and neither was manipulated in any way. The boy however is the only one facing charges, charges were denied when the boys parents attempted to file as well. After some research we found this is quite common in cases with 2 minors. Only the boy will be charged. They are claiming because the girl was a virgin at the boy was not (evidence through text messages) he coerced her.

Do you think minors should face any charges at all if both consented, no one was manipulated, etc?

Does it change with the age of the child, for example 11yos vs 15yos?

What laws if any should change or be in place for minors engaging in sexual activity?
