Any advice for getting into a daycare?

I should start by prefacing that infant daycare shortage is a crisis in my city. My son has been on the waitlist for 5 programs since before he was born. He is 9 months now. I checked in on the lists now that they’re getting ready to recruit new classes, only to find he has only moved up a few spots on each one. Apparently, they all fill 50-75% of their spots with younger siblings each year 🤦‍♀️ What the heck? So if you only have one kid you can’t get daycare at all? Apparently the only way to get your baby into these programs is if you register your older kid to the same program (the classes of older kids are not in shortage, so this part is easy). We have a nanny currently but we can only afford her for 20 hours per week. I’m about to get kicked out of my PhD program because I can’t get my work done with so little time to work. I’m really at my wits end. Does anyone have tips for what to do in this situation, other than magically conjuring a 4-year-old sibling out of thin air?
