Why does my dog pant so much?

She is almost always panting, overly excited, hyper, and kind of intense.
She is a year old. We take her for regular walks and to the dog park to run around. She always has access to fresh water. We have tried teaching her "calm", which we taught our other dog, but it's not working for her. 
Is she still just in that crazy puppy phase? Or is there something else that can be causing this?

It could be puppy based on age and breed. However, excessive panting can be a sign of other things going on. I would have her checked out at the vet.

Is she spayed? Idk if it’s the same for females but when I got my dog neutered he became so much calmer

Is she getting enough exercise. My dog goes nuts and pants like that when he has pent up energy.

My dog is like this, we have him crate trained mostly for nighttime and when we're at work but sometimes he gets over stimulated and we have to put him in the crate to calm him down. If we don't force him to have a break he will literally NEVER settle. We've had him almost a year and he's never just laid down and had a nap on his own.

Depending on her breed it is possible she is still going through her puppy phase . Full size poodles , labradoodles, golden doodles etc are know to take a couple years to get out of puppy phase , however it may be likely that your pup has anxiety.... have you tried CBD dog treats ? (No I am not joking) . I use CBD for one of my pups who has anxiety ; you wouldn’t even know he has it now ....
