No. If you’re wearing underwear with fishnets out in public I would say it isn’t the best look but I won’t say slutty. 🤷🏽‍♀️

Personal opinion I guess I love them they look amazing but when I was 16-17 my sister wouldn’t even let me walk out of the house in them unless it was Halloween because she said it was “slutty”. Tbh it’s literally more fabric than without so I don’t see why it’s an issue. Wear what you want its your body it’s not like your literally naked walking around they’re tights with holes.
