Herpes? Freaking out

Is this herpes or a razor bump? It’s very zoomed in so it’s a lot smaller than this

And if so my boyfriend would have known he had this correct?  Because a breakout has to be present for it to spread?

Not herpes in my opinion . They are most likely ingrown hairs that you shaved over so they got irritated.

Looks like razor burn at the bottom ingrown hair at the top, looks like it could be infected as well, not a dr just my observation

You can catch it if there is no breakout, he could easily have no idea. But unfortunately it does kinda look like herpes. Luckily, it's not really as bad as people make it out to be, but you should get tested & make sure. Perhaps there is a free clinic in your area that makes testing easy?

Razor bumps/ingrown hairs. But for reference you DO NOT have to be having a breakout to spread herpes.

If it was herpes it would have fluid coming from them and also you can contract it with out a present sore the shedding could also put you at risk I’m a nurse so I know but it looks dry to me so could just be razor bumps or ingrown hair

It doesnt look like it to me. You can always go to get them swabbed and get bloodwork to see if you have antibodies for herpes. Also its not entirely true that you can't contract herpes without sores because before and after a sore pops up there can be silent shedding of the virus. I suggest both of you get tested so you know.
