Why do my legs still look hairy right after I shaved?

I literally shaved 8 minutes ago and my legs still look hairy. I shaved in the shower with soap (I can't afford conditioner or shaving cream) and my razor was sharp (it's a disposable razor because I can't afford an actual one.) I always make sure to moisturize too. Any ideas on how to fix this? It happens every time I shave.

You’re seeing the follicles not the actual hair. When you wax it pulls the hair out at the root so you don’t see that black dot. But for shaving that’s very normal.

Make the shower really cold so you get goosebumps and then shave, that's how I get the closest shave.

They sell conditioner and shaving cream at the dollar store if you think that would help. But this is normal when shaving

Try an exfoliating scrub right before you shave and it should lighten up a bit but it will still be visible
