What is this under the crib mattress? I would like one and don’t know what it is or where to get it from

It’s a crib skirt

It’s a crib skirt, cribs dontnhave extra box springs or anything like that. All it is, is a crib skirt that’s either a full sheet or its panels tied up to the spring base the mattress sits on. I made ours out of drop cloth and it looked like this

Whatever it is, it’s not worth buying. By the time the baby is 6 or 7 months old you’ll need to drop the mattress completely down

I made my own crib skirt. There are several easy diy crib skirt instructions out there.

It is a crib skirt that has been hemmed to be that length. If you do this then you will need to rehearse the skirt when you lower the mattress.
