Car seat graco insert?

We have the graco snugride snuglock 35 car seat. The first pic is the 2 slots of the car seat, we’re needing to move up to the next one & just wondering if I can move the padded insert up to the next spot? or do I need to take it out?

This is from your manual. You’ll need to remove the insert when you move up to the third slot

I can’t remember for sure but I think our manual said to take it out at that point.

Our insert said right on it to only use for the bottom two slots

Our pediatrician said to remove ours. I'd ask your doctor or look into the safety guidlines for using the item.
