Starting a makeup collection?

So basically I have a few high end products and lots of cheaper drug store stuff but I wanna throw all the crap out and start a higher end collection. I don’t wanna spend more than $30ish on each thing but I’m most interested in skin care/ foundations/ highlighter/ bronzers/ brow stuff. I barely ever wear eyeshadow or lipstick. I usually do foundation, eyebrows, mascara and maybe some gloss
