Baby behind on lifting head during tummy time?

My daughter is 7 weeks and just hates tummy time! We do it a few times each day and so far she lays and cries and stuffs her face into the mat, or just tries to chew her hands. She still hasn't lifted her head! Is she behind? Should she be doing this by now? Or is it okay that she still hasn't yet?  When we carry her on our shoulder (which is pretty much all the time. It's the only way she likes.) she does lift her head quite a lot but I'm not sure that counts. 
Any advice for a more successful tummy time? I get down on the floor with her, put toys in front of her, mirror, etc. I also try it on my stomach too. Nothing seems to really work for her yet!

My son is 6 weeks tomorrow. He would just lay and cry with tummy time. I put a mirror propped up on the floor. He quickly started lifting his head to look at himself.

My daughter is the same, she doesn’t like tummy time on her play mat. Anything you do that helps baby’s neck and back get stronger can be regarded as tummy time, my baby likes to be upright over my shoulder as well and holds her head up for long periods of time in that position. She also holds her head up when she’s laying on me for tummy time

Our girl hates doing tummy time on the mat too. She gets mad because she can't crawl. She is 7 weeks and will hold her head up when we are carrying her and will do tummy time on our chest or on my exercise ball. I still try tummy time on the mat every day but we only get a minute or so before she has had enough.

My son is very strong so Im not worried that he hates tummy time sometimes. He's ahead physically. But I want to keep it that way so what we've found successful is to lay down on our backs and put him on our chest (it counts!) As long as they're in a position where they're encouraged to lift their head and push up with their arms it will work and help build strength.
Definitely encourage her to be on ground, but if you feel its not enough, try her on your chest :)
