How to: make friends

Hi, so I'm 19 and pretty quiet. I graduated last year from a small town, and I go to a community college so I'm still stuck here. I didnt have many friends as is, and I'm down to 2 that I don't talk to or see often.

How can I make friends without apps that are targeted at friendships but end up as dating/hook up sites?

I'm struggling mentally and don't get out much as is. I'm usually that friend that's always laughing and making others feel better, but now that I need it myself, the people I once trusted are no longer around.
