Newborn and almost 2yo adjustment

I have a daughter who will be two in June and a newborn daughter. My older daughter isn’t the most verbal and we’re struggling with adjusting so far. My oldest has thrown almost constant tantrums because she can’t hold the baby as she’s too rough. She yells to make her move and wants to play with her like a doll. I’m trying to facilitate it but she’s very rough and I’m not sure what’s best to do. If my oldest is in the room with baby it’s the only thing she’ll focus on. Any tips? Should I just let this happen and let her do what she wants within reason? Feeling super lost
