How to get rid of upper lip hairs without acne?

I use honey wax and made sure to clean it with a gentler cleanser as well as moisturize but i still got some acne and flakiness. 
Should i not be waxing? Is threading better?

This is a great question because I deal with that too. I have some upper lip hair that I wax but when I do i break out on my upper lip and it looks gross even if i exfoliate. I can’t use hair removal cream because it burns my skin
