Are these freckles ?

I just noticed them this morning. But my dad said they looked like freckles ? I’m not to sure he does go the doctors for his 3 year on Friday

It looks like petichia (spelling)... little burst blood vessels. He may have had a coughing fit that brought some out, or threw up recently? They are not super concerning as long as they are contained to his face. My son had them allll over his body (this is not good) turns out his iron was out of wack from a viral infection. Hope all is well!
