epidural for c-section?

is it possible for me to refuse getting an epidural for a c-section? i read that you get one when you’re having a c-section and i absolutely DO NOT want it. i told my doctor this before and she still did literally everything she could for me to have a c-section and not a natural birth like i wanted. she specifically told me when they started noticing that im having a big baby that they induce when baby is 9.8 pounds for medical and safety purposes, well my baby has reached that and she’s ignoring it and making me wait three more weeks until i’m 40 weeks and baby is too big to try naturally she wont let. she’s always pushed c-section on me since the first day i went there. there’s no medical reason. and now she’s ignoring what she said about being induced when baby hits 9.8 pounds. i’m just getting really frustrated and don’t even know what to think because she tells me a different thing every time i go.. it’s also very frustrating and upsetting because i feel like she’s taking away the labor i wanted. i desperately just don’t want an epidural and refuse it.
