Is this an ingrown hair?

Idk if this is an ingrown hair. I’ve pulled it out a couple of times but it keeps regrowing back in that same spot. If you guys have any tips on how to get rid of it for good that would be helpful. Thank you!

Not an ingrown hair, just a really active hair follicle. I have one that grows on my arm and one on my face (that my husband likes to pluck🤣) I don't know why it grows faster than all the other hairs

I have a couple like that that grow just under the skin’s surface too. Don’t know anyway to keep it from coming back though.

An ingrown hair would be completely under the skin, that hair isn't ingrown.  I'd suggest just keep plucking it. I have one hair that grows on one of my knuckles and pluck it every other week. It grows super fast and is the only one on my knuckles. Lol
