I put yes but I’d say that and more. Sometimes I text my sister or boyfriend multiple times when they’re busy but it’s usually something going on and I don’t want to forget about it. Like I know your busy but omg this this and this happened. Or hey babe I paid this this and this. 
Clingy to me is when they don’t respect the boundaries. Like hey I’m going out with my friends for dinner I’ll be home in a couple hours. Not even be gone two hours and get hit with:
Heyyy how’s it going?
You having fun?
Are you gonna be home soon?
I miss you?
Are you there??

Honestly it depends. Are they at work and your mad they won't reply so ya spam them? That's controlling an unhealthy clingy. Were they talking to you and randomly stop so ya send two or three messages? That's normal clingy. But unless there is a real reason I don't think people should spam just because someone isn't replying fast enough
