Best tandem double stroller?

I don’t want a sit and stand because my toddler is only 2 and won’t just stand in it. (And sitting on the bench wouldn’t be a comfy option for him either.) But we have the Graco Snugride 35 lx car seat that it needs to be compatible with and preferably not 800 dollars. I would also like my toddler to be able to sit in the front seat and the stroller click in the back. We have been eyeballing the Joovy Caboose too and the Graco Ready2grow but the reviews are hit and miss on both.
