This occurs if they’re in-front of you which one would get on your nerves more?

Neither unless they're doing it in my way and can't pass them for one reason or another. Then it would be driving because it's usually due to assholes cruising in the passing lane and that shit is a huge pet peeve of mine.

Well since i drive more then walk. It annoys me more when people drive slow. But especially when they are in the fast lane. If they are in the slow lane then not a big deal.

Atleast I can control my walking, 
if you drive slow and I slowly hit on the gas or break on the pedal I can easily cause a crash
