Car seat strap covers

So I’ve heard that the padded pieces on the harness straps that come with car seats and strollers are unsafe. Is this true? I think they’re so cute and they came with my infant car seat and stroller so surely they wouldn’t give me something harmful for my little one. Can I put them back on or should I leave them off?
