1st pic: this showed up on her neck today, I know that bottom part is a heat rash but the top part has bumps on it

2nd pic: It showed up a few weeks ago but seems to be getting worse! Just to ease my moms u Tim I call the dr in the morning what do you think it could be? Nothing’s changed in her diet, still wash in the same laundry soap since she’s been born like nothing has changed! I thought it was eczema at first but I don’t think that’s it. It’s not flaky at all, it’s bumpy and hard. Also this is not cradle cap!!
