Toddlers gums/tooth hurts?

I was brushing her teeth and she started to push me away and say "ow!" In this area (Left to the chipped tooth, on the side).

Anyone know what this could mean? We're really good at brushing her teeth. Could this be a cavity? My husband said maybe she fell and cut her gums.

I've taken her to the dentist for her chipped tooth and she was freaking out the whole time. She wouldn't let anyone look and I had to hold her down and open her mouth so I don't know if she'll let the dentist look
