Fundal Height?

Question

So I was measuring ahead before today- 30 cm at 28 weeks and 32 cm at 30 weeks. However, at my 32 week appointment I was told my fundal height hasn't changed much in the last 2 weeks. She told me I'm still within range for how far along I am but since it hasn't changed much she's sending me for a growth scan at my next appointment in two weeks.  
She's "99% sure" everything is well and good but just wants to check things out. 
My question is whether or not this sounds typical of IUGR, in terms of measuring ahead and then slowing down? Any mamas out there with a similar experience and it ended up being IUGR? And if it's not IUGR what could it be?

My measurements have always been a little off and the doctors haven’t been concerned at all. I’d go from being two weeks behind to right on schedule. Just a matter of how the baby is growing and how he/she is laying. Sounds normal to me!

I was always measuring a week ahead in my pregnancy up until week 30, my doctor said my stomach was no longer measuring big. He didn’t seem concerned though.

I had an appointment last Saturday when I was 34 weeks, my belly was measuring at 27 weeks so I was sent to a specialist to perform a growth scan ultrasound. Everything turned out normal, baby is actually over 6 pounds when the average is 4 1/2 pounds. He measured in the 70th percentile. So don’t worry! I’m sure everything will be okay 😊💙💘

I wouldn’t attribute a couple of weeks difference to IUGR. The baby could have been stretching more on the first two measurements, and maybe curled up more on this last one.
