How would you deal with this situation?

So my younger sister (17) is starting to find interest in guys and is talking to them more. Her co worker had sent a picture to some guy who is 18 and he was interested and got her number and they started talking (but never met.) 
She is very private and doesn’t want to tell anyone like our parents or oldest sibling anything so they have no idea about this guy at all except for me.
Well the thing is that she wants to go on a date with this guy who she never met and she offered to pick him up at his house but not tell anyone except for me. Me wanting her to stay safe I asked for his name, where they are going and number (obviously not going to call but only if it’s an absolute emergency and I can’t reach her) but she said I am being to much of a “mom” and doesn’t want to do that. But that’s the only way I feel better about her being safe by having some form of contact to reach her if something happens and to stay safe if something does happen to her and by me being the only one that knows she’s on a date. 
To mothers and big sisters am I worrying to much and just let her go without anyone knowing where she goes with this guy that she’s never met?
I also don’t want to tell our parents because I want her to trust me and be able to talk to me

I would do exactly what you're doing AND have her share her location with you. Is there a reason they aren't just meeting where they're going on a date at? I always think it's best to meet and drive separately.

So explain to her you only want details because you care for her safety. He could just as easily try to kidnap her rape her and for you to have that information is really good in case that ever happens. If she feels uncomfortable during the date, you can easily go into the bathroom and call you just in case

I get your concerns, but are you living her life or your own? I’m the only girl and have four brothers and they were and still are just like you. They were interfering to much with my life instead of paying attention to their own. I made them clear that I love them always unconditionally, but in the end they are not the person I want to spend the rest of my life with and build a future. They can ask everything, but it’s up to me if I want them to get to know the person I am seeing. So I just did my own thing and followed my feeling and went out with my now significant half. I was 16 and he was at that time 18, now we live together and expecting in December a new family member. 
Just talk with her and make your concerns clear, but she doesn’t has to explain anything to you, same as that you don’t have to explain anything to her about your life and especially your love life.

I do agree with her that you're being too much of a mom, but that's because she should rather be telling your mom this. I don't know how things work in your household but given her age and the fact that she's probably still at school, shouldn't she be asking your mom anyway to go out (seeing as it's their roof)?
