Is this considered a newborn insert?

Is the grey part considered a newborn insert? When do I take it out? I cant find anything on it in the manual...
Little guy is 14 pounds plus and pretty long.
This is the evenflo pivot travel system

Just undo the straps and it'll come off.

I took mine out at like 11-12 weeks because he was already 14lbs and had good head control.  Now if he falls asleep and gets schlumpy I just put a muslin roll under his head so he doesn’t kink his neck up

I have this same system and was wondering the same thing. I just decided I would take it out when it became difficult to strap him in and when he has good head control.
