More ounces once formula added?

Question

Hello! I am a formula feeding momma. I noticed when accurately mixing the water and formula (similac probsensitive) I end up getting more ounces when the formula is added. I am adding the correct amount each time. Is there something else I should be doing?
I just got the dr browns formula mixer to use also and I made 24 oz with them 12 scoops formula and it ended up being close to 28 ounces then!

It’s displacement. Just how if you add a rock to water you’re still gonna have 4oz of water but it’ll show more because you added a rock. Nothing you’re doing wrong!! That’s how formula is suppose to be made. If you look on the can it says something like “2 oz + 1 scoop = approximately 2 oz”

Agreed with PP. 
It has drove me crazy because two different peds told me two different things. 
One said, an 8oz bottle that turns into 9oz is counted as 9oz. 
The other said it's still considered 8oz. 
I still have no clue which is "right"
