Wet dog smell

So my 1 year old, anytime her hair gets wet it smells like wet dog, I’ve tried different baby shampoos, my shampoo, and just plain water. It’s been like this since she was born, nasty wet dog smelling hair, but soon as it’s dry it smells ok-ish and also her sweat stinks so bad. Like I loved the way my oldest daughter smelled and still love how she smells and she’s 3 but ugh my youngest is just a stinky baby and I don’t know what to do to remedy it. The difference between the two is my oldest was breast feed and my youngest was formula feed. Any ideas?
