Significant others yes - just friends no.
I’ve definitely gone months before without hanging out with friends because I’m just so busy, but I always let them know I miss them and can’t wait until I get a break to see them. 
Oh! And parents should always make time for their children as well.

With who every you with like dating/couple/marriage wise heck yes. 
I can sit here and say if some one your With wants to spend time with you they will. My husband works 7 days a week typically 12-14 plus hour days and he always makes time with me threw out the day. 🤷🏻‍♀️ so for me even if I was ever single again (which I highly doubt I will be ) I would have very high expectations . And I’m instilling that in my children as well.

Yes they should always prioritize me, but I would also understand if they were super busy with work/school/other issues going on... it’s all about compromise and understanding what each partners needs are.
