Allergic reaction? Or heat rash? Help!

When I got home from work my husband was changing my 2 year olds diaper and I noticed a few red blotches. I lifted his shirt and it was everywhere. What could this be? He didn't eat anything today he hasn't normally.

Not heat rash the splotches are too big. Hives. Call pediatrician !

Looks like hives would tells me it’s an allergic reaction. Any new foods or did you switch laundry detergent or anything like that?

Doesn't look like a heat rash to me. The location all around his belly would make me think he rubbed against something or someone he's sensitive to with his shirt up. Maybe rolling on the grass, climbing around in a bush/tree, or held by someone with lotion/sunscreen on? Possibly mosquito or bug bites with those welts? Poor little guy...hope it went away quickly!
