Sleepy, not sleepy baby

So my sons last nap is always the hardest to put him down. I have no idea why but it’s been that way for a while now. I know he’s sleepy but once we get to the room do our little routine he insists it’s play time instead. I know he’s tired because he’ll start getting fussy and rubbing his eyes the whole thing and he ends up staying asleep for 1.5-2 hours but it could take anywhere from 30 mins to an hour sometimes for him to finally go to sleep. What can I do? Is my kid the only one?
