I was at my mother in laws house dog sitting today and a stray-looking puppy showed up outside. It was dirty and matted and whining, you could see abrasions on its skin. No collar or tags. Animap control told us to call the police department, so we did.

Found out once the officer got there, that the dog lives down the street and they get calls all the time about him being loose, malnourished, and basically being neglected but they just keep bringing the poor thing back to the same owners! Is there anything else i can do??
