These are my mother in laws foster kids that live with us and this is my message to my mother in law.

No. I think all kids need responsibility and they should help around around the house. It teaches them to value their home and to work for something. My kids both do chores to get an allowance and have since they were young.

Message is perfect! My daughter started doing “chores” at 2 years old. With help, she puts up her own laundry, takes dirties to the laundry room, takes dirty dishes to sink and feeds the dogs. So a 4 year old should be able to help as well! It’s never too early to start. I’d suggest making a chore chart. Try to make it fun for both of them. My daughter gets sticks for now!

The message and intent wouldn't make me mad. I think it would have been better as an in person discussion. Also, depending how old the second child is, that may be too much expectation off the cuff. Especially depending on the kids' background. Might be a good idea to start with 1 or 2 chores, build those skills to where you guys find acceptable. Then add on as is appropriate. 
My friend is a foster parent, they have a household chore chart of things that need to get done. Each kid gets to pick 2 preferential chores each week then are given 2 others. They get their allowance. If they do extra, they can earn a little extra depending what it is. Also gives a little wiggle room to a child that hates one particular chore, they  get a small break from it every now and then. 
Definitely think it is a good idea. Responsibility and Independence are great skills to instill in children.

Totally reasonable. My daughter (now 14) has been cleaning up after herself since she was very young, including her doing her own laundry since she was 6-7. At an early age she learned that if she’s living in a space she has to contribute to keeping it clean. 4 is not too young to start learning to clean their own messes!

My daughter has been helping with stuff since she was 3. Shes 5 now. Laundry, she makes her bed, vaccuumes, puts dishes away, and has a chore chart for teeth and shower and stuff. She gets a lets call it "shopping spree" at the dollar store lol.
