Baby fussy unless outside

You guys it’s the weirdest thing. My daughter has always been fussy and very hard to keep content. Keeping her awake for 2 hour windows is so hard. But if I go outside and swing on the swing with her she’s so quiet and so still. Which is great and all but I live in Arizona so it’s not like I can sit out here all day. There’s literally nothing I can do with her inside to keep her happy.
