It's a combo of things. Under the neck and chin is from moisture sitting under there. The one on the shoulder looks like eczema. You can use a light dusting of cornstarch for the neck and get some eczema cream for the shoulder.

Might be milk rash? My daughter used to get it when she her clothes got wet from her spitting up or dribbling her milk on her clothes. I always kept a clean dry bib on her and it went away. That might help?
