Is it wrong for an air bnb host to move your personal items around while you are staying in their home?

My husband and I were recently abroad in Scotland for 2.5 weeks staying at a very rural airbnb home. We ended up having an issue with the lights on the first floor not working a few days after arrival. We reached out to the host to let her know we were having an issue and she only ended up responding when she told us that she had to come pick something up from the property. We arranged to be out during the time she came to pick up what she needed and were hoping that she would look at the lights during that time. Once we got home we noticed that the lights were fixed but that our personal items of food and beverages that were packed into plastic bags ready for a short trip that we were planning on taking that evening had been completely emptied, moved to cupboards and the plastic bags were no where to be found. She also threw away things that we had placed on the counter that were not garbage. Even if the items in the bag were not 'private' we still feel as though our privacy was invaded as we rented the property expecting to be able to leave our things out while not at the house without having the host rumage through things that we had purchased with our own money and were not part of her home. Is this weird behaviour? We have stayed at so many airbnbs and have never dealt with such an invasive host. How would you handle this situation? I am worried that I am over reacting.
