Is natural birth an option?

My husband and I are trying for baby #2, so far we are on month 4 with no luck, but it will happen when it happens. We have a 14 month old son. My pregnancy with him was perfect, but my labor didn’t go as planned. I was in labor for a total of 33 hours before they forced the epidural and then gave me another 12 hours until they called for a c section. I wasn’t dilating, I only got to a 9 1/2. My question is who has had the same problem with not dilating had a c section and was able to go completely natural the next time? They told me that the way they did the c section I can go natural next time, which made me happy, but I would really like a water birth with my next one. But I really don’t want a second c section, but I’m scared that I won’t dilate again
