It's difficult to tell at the age/stage of growth. From those photos and my lifetime of GSD experience I'd say not 100% but certainly at least 3/4 Shepherd although I'm in the U.K. and assuming you are in the US the lines out there do look quite different to European lines, partly due to being bread for different characteristics and partly due to hidden crosses in the lines.

Looks full GS to me but there’s no way of knowing unless the breeder can provide proof or you get a DNA test. Either way, super cute 😍

Honestly I don’t think there is any for sure way to tell without dna testing. Maybe if you post in the fur babies group someone may know more about it.
