Litter training kitten

I've tried every way I know how to litter train my 4 month old kitten and all she will do is play in it/eat it but I have noticed that she will pee on bags around the house I'm not sure if she likes the sound they make or if she's just doing it to be doing it but I need some advice on how to get her to use the litter box 🤦🏼.
