Please let me know if this is not for this chat room, I’m not really sure what this would fall under.

I got married May 18th,2019. On June 14th I asked my photographer when I should have photos and he said it takes about 8 weeks to get edits(I received raw photos that are not best quality). I messaged him August 12th and he still hasn’t given me any photos or responses to my message. Is been almost 14 weeks since the wedding and almost 10 weeks since he told me it would take 8 weeks. Should I ask for a partial refund?
