Trying to Tone up - HELP

Hi guys so I’ve never been one to work out much and all I do now is my stationary bike and some I guess bodyweight stuff (no equipment). I get really tired quickly I’m not sure why.

Im almost 22 and I had my daughter almost 4 years ago. I’ve lost pretty much all the baby weight, but now I’m trying to tone up because i let myself go a little these past few months and now I feel like I’m just flabby skinny? Idk if it is extra fat in my upper thighs I need to lose or if it’s toning up I should do.

what type of exercises help with this? Cardio vs HIIT vs strength? Will cycling hinder me in my quest for slimmer thighs? My main issue is my upper inner and upper outer (saddlebag) thighs. . I usually start at 114.8 in the morning and end 117.2-118. I was 110 in April and my thigh gap was way better than now so possibly I gain my fat mainly in thighs.. sorry I’m all over the place - I just have no idea what I’m doing and not sure the exact questions to ask lol
