Tubal ligation

What are the pros and cons to having this done? My husband doesn’t want anymore kids after our daughter comes in December and I’m on the fence about if I want another or not. I’m not sure if at 24 they’ll even let me haven’t asked my doctor about the “rules” behind it. Any insight would be welcomed. I am located in Oregon.
