Any ideas?

My husband keeps getting these all over his body. It’s happening at home and when we are away on vacation so we think bedbugs and fleas are out. Possible hives?

That looks like hives, or an allergic reaction to something. Is it just his arm? Or is on his whole body?

It might be hives, it's hard for me to tell in the picture, but they don't seemed welped necessarily. 
I had a problems with hives everyday for a whole month and in my case it turned out to be a stomach ulcer from stress.

I would check if anything has been changed recently i.e. laundry detergent, maybe a type of clothing or cloth, any new foods?
If it is hives I would recommend Benadryl for symptoms and to follow up with your doctor to try and find an underlying cause.

Definitely looks like hives instead of bites, you’re right!
I’d have him make an appointment and do some allergy testing. It seems like he’s reacting to something you’re around often- even if you’re not home.

It looks like hives. If there were bedbugs or fleas that bad they’d be biting you too. Honestly I’d go to the doctor, take a few more good pics in case the rash goes away and you need to show the doctor what it looks like. I get hives from exposure to pollen sometimes, mostly when I try to go swimming I react to pollen collecting in water, and it looks much like that. The hives rash can have different patterns and it can take some detective work to figure out what causes a persons reaction so a doctor would be most helpful.
