I disagree. I don’t think it’s ovulation discharge. By the photo, it appears way to jelly-like and very thick. 
You know when you crack an egg, you have the yolk and that clear stuff (the egg white)? You want the clear stuff. Clear and, I think, kinda of watery and stretchy is what you want. Clear, thin, and stretchy.
